This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Civil Engineer (Structural) GS-0810-13 for the U.S. Army Corps of Engineers Tulsa District, located in Tulsa, OK. Duty Location is Tulsa, OK. Incumbent must be comfortable working at heights in an under-bridge inspection truck (snooper truck).

  • Function as a structural engineering technical specialist in the Infrastructure Branch with program management responsibilities for the District’s bridge and hydraulic structural steel inspection programs.
  • Ensure the District is in compliance with applicable engineering regulations.
  • Interacts with higher level offices as circumstance demands.
  • Develop and submit program budgets, monitors expenditures, and assists in projecting future funding requirements to meet the inspection goals.
  • Provide structural engineering expertise and guidance to departmental chiefs and counterparts at the District, USACE, government agencies and private interests.
  • Serves as the District's Bridge Program Manager.
  • Schedule meetings, maintains bridge database, develops inspection resourcing plans, resolves resourcing conflicts, manages program budgets and funding, and provides technical and administrative advice and assistance to leadership.
  • Assist Hydraulic Structural Steel (HSS) Program manager with the inspection program. This requires coordination with the Operations Division to develop a 5-year inspection plan, including schedule and budget, and resources necessary for inspection.
  • Review and approves structural engineering features and applications of planning, design and construction documentation for bridges, gates and other HSS (hydraulic structural steel) features.
  • Perform quality control reviews, independent technical reviews and value engineering studies within the structural discipline.
  • Act as technical structural consultant to Project Management and Resource Management on issues dealing with systemic processes and procedures.
  • Provides technical support to Construction Division in non-routine matters involving disputes, differing interpretations of contract requirements and/or complex relationships of systems and subsystems.
